Due to the impact of the COVID-19 epidemic, transport businesses have faced many difficulties in the past time. Many businesses, especially road transport enterprises, have been and will continue to be unable to operate. Service supply chains are disrupted; reducing frequency, output, and travel, causing stagnation of transportation activities.

Many businesses have had to downsize production, reduce scale, or even go bankrupt due to financial burden.

One of the issues that are worrying businesses is the regulation on installing cruise control cameras on transport business vehicles according to the provisions of Decree No. 10/2020/ND-CP, because this requires a lot of money to equip equipment required such as: Good equipment; operating in accordance with the standards and mandatory regulations of the management agency; the device works safely on the vehicle even though it is different from the original (electrical) system from the manufacturer.

To relieve those fears and worries, Mr. Tran Huy Khanh suggested the competent authority to consider and answer the following issues:

1. People and businesses want to know clearly the purposes and requirements of this regulation. Need an analysis and explanation about the old trip monitor that caught the installation businesses that have used up all the features?

2. According to current regulations, vehicles are not allowed to arbitrarily convert or change the vehicle's features.... (it was once forbidden to install additional audio equipment, televisions... on vehicles). Ask the management agency to analyze the similarities and differences with the installation of additional cameras, interference in the power system... with the previous regulations?

3. Why not require installation with all other vehicles, when all incidents, accidents... occur due to all kinds of human impacts (subjective or intentional)...?

4. Why is there no requirement for car manufacturers to integrate camera equipment in the initial design before leaving the factory, more reasonable than forcing users to install it later, affecting the electrical system structure, losing the original integrity of the manufacturer.

5. It is necessary to have professional opinions of experts and representatives of vehicle manufacturers existing on the Vietnamese market on connecting other equipment to their vehicles.

6. If necessary, an approved set of standards is required.

7. Announce the signal receiving infrastructure system in operation. There is a more reasonable route (due to the prolonged epidemic) for businesses to balance their finances and find a reasonable supplier.

Mr. Tran Huy Khanh asked the Ministry of Transport to explain so that people and businesses better understand the core benefits of regulations in this area. At the same time, he hoped for a more reasonable solution to reduce difficulties for the transport industry during this difficult period.

Regarding the purpose and requirements of installing cameras: The installation of cameras helps transport businesses and management agencies to monitor the driver's activities, control violations and cause traffic disorder and safety, such as: Answering the phone, not wearing a seat belt, carrying more than the specified number of people, not closing the car door while driving, ...

In addition, it also helps the authorities to quickly track down criminals, monitor security and order on vehicles or track epidemics (for example, during the recent COVID-19 epidemic prevention, in some apartment buildings when if there is F0, then the F1s can be traced through security camera extraction to trace very quickly and without omitting the route in chronological order).

Thus, the installation of cameras on transport business cars is to help closely manage drivers, improve the quality of transport services, thereby raising awareness of law observance on road traffic order and safety, limit traffic accidents and, if they happen, to know the reason for the accident, so that the investigation can be handled quickly, clearly and transparently.

Regarding the features of the journey monitoring device, according to the provisions of Clause 3, Article 12 of the Government's Decree No. 10/2020/ND-CP dated January 17, 2020 on business and conditions for vehicle transportation business. car:

“3. Vehicle tracking devices must meet at least the following requirements:

a) Store and transmit information including: Journey, operating speed, driving time continuously to the journey monitoring data system of the Ministry of Transport (Directorate for Roads of Vietnam);

b) Information from the vehicle's journey monitoring device is used in the state management of transport activities, operation management of the transport business unit and is connected and shared with the Ministry of Public Security (Traffic Police Department), Ministry of Finance (General Department of Taxation) to perform the state management of traffic order and safety; security; tax".

Regarding the use efficiency of the cruise monitoring device, on the basis of information about the journey, operating speed, and driving time continuously obtained on the trip monitoring data system of the General Department of Roads of Vietnam. The system provides an online monitoring tool on a digital map of all vehicles in the country in real time, helping the Department of Transport to monitor all local vehicles with badges and plates. signs and means of badges and signboards issued by other localities operating in their respective localities.

The system provides tools to classify the status of vehicles to ensure easy in the process of monitoring and monitoring, including: Speeding vehicle status, operating vehicle, stopping vehicle, and lost signal vehicle; monitor and supervise according to the type of transport business that has been granted a business license; look up data on journey history and speed to quickly access data for management requirements.

Currently, the system is receiving data from over 862 thousand transport business cars that have issued badges and signs with functions, aggregate data reports, and aggregate reports on violations. violations against means of transport business for the Department of Transport to extract and handle violations according to regulations; exploit data to serve administrative procedures, handle traffic accidents, control vehicle loads to protect traffic infrastructure.

Results of handling violations through data extraction from the system: In 2020, the Departments of Transport have handled violations of recalling badges and signs for 3,529 vehicles; issuing correction documents and reminders for 10,016 vehicles; This data does not include the number of fines for violations related to cruise monitoring equipment checked and sanctioned by the Traffic Inspector and the Traffic Police.

With the above results, since being put into use and operating, the system has made an important contribution in closely monitoring transportation business activities to ensure traffic safety, monitoring the speed of vehicles, contributing to reducing the rate of traffic accidents, reducing costs for investment, restoring traffic infrastructure caused by speeding vehicles, traffic accidents and overloaded vehicles.

According to calculations from the system, the average rate of speeding violations per 1,000 km decreased sharply (in 2015 this rate was 11.5 times/1,000 km, in 2020 this rate is 0.32 times/1,000 km, decreased by about 36 times compared to 2015), although the number of vehicles is now increased by 5 times compared to 2015.
