In the year 2021 and the first quarter of 2022, in the face of the epidemic situation and system overload, the electricity is reduced in capacity, Mr. Thuong's company fully agrees, accompanies and shares difficulties with the electricity industry.
Now that the epidemic has been controlled, production and business have returned to normal. However, on May 6, 2022, the company received a document from Ninh Thuan Electricity about the plan to buy rooftop solar power in 2022 in the area and the appendix to allocate monthly medium-voltage customer output. December 5, 2022, following which the output decreased significantly (about 30%). This puts the company in danger of bankruptcy, causing the risk of bank bad debt.
Mr. Thuong suggested that competent agencies and units consider prioritizing the mobilization of renewable energy capacity in general and rooftop solar power systems in particular to support companies like his.
The Ministry of Industry and Trade responded to this issue as follows:
In recent times, the development of renewable energy sources, including rooftop solar power, has contributed to supplementing new power sources to ensure electricity supply for the region as well as the entire national power system.
In the years 2020-2021 and the first months of 2022, due to the impact of the COVID-19 epidemic, the national electricity demand decreased which led to an excess capacity of the national power system compared to the load demand in some times.
In case the power system has excess capacity that is being generated to the system compared to the consumed load, it is a dangerous situation, seriously affecting the safety and security of the power system because it can cause the frequency of the power system to increase (even causing widespread problems on the entire national power system).
The regulation and reduction of generating capacity of power sources (including renewable energy sources) in some cases in order to prevent power system failures must be done fairly and transparently in accordance with current regulations in the Electricity Law and circulars of the Ministry of Industry and Trade.
In order to avoid misunderstandings, unnecessary errors and have specific information, it is recommended that customers actively work directly with the local power unit to clarify specific problems of customers, ensure the legitimate interests of customers as well as contribute to the safe operation and security of the regional power grid as well as the entire national power system.
