The Ministry of Construction responded to this issue as follows:

Pursuant to Point a, Clause 7, Article 19 of Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction and maintenance construction:

"7. For construction works funded by public investment capital and foreign capital from public investment:

a) The construction supervision organization must be independent from the construction contractors and the contractors for the manufacture, production and supply of materials, products, components and equipment used for the construction work. submit".
