The Ministry of Planning and Investment responded to this issue as follows:
According to the regulations in Clause 1, Article 3 of Circular No. 14/2016/TT-BKHDT, non-consulting services include:
• Logistics, insurance;
• Advertising;
• Training organization, acceptance of pilot run;
• Mapping;
• Printing; funeral services;
• Sanitation;
• Building management, operation;
• Accounting;
• Communication;
• Public transportation;
• Planting and management of green trees;
• Water supply, drainage;
• Electricity supply, lighting;
• Collection, classification, treatment of waste, wastewater;
• Photography;
• Packaging;
• Photocopying and other activities that are not consulting services as specified in Clause 8, Article 4 of the Public Procurement Law No. 43/2013/QH13.
Therefore, the book printing package is a non-consulting service procurement package according to the regulations stated in Clause 9, Article 4 of the aforementioned Public Procurement Law.
