The Quang Nam Urban and Rural Planning Institute has been contracted by the investor to prepare the construction drawing design and estimate for an approved project (2-step design). Contract type is a package contract; in which, the contract price (fee design) has no content to mention the price appraisal cost. The total value of the project is determined to include 2 parts: Construction and equipment section.

When the appraisal of construction drawing design - cost estimate, the evaluating agency requests to hire a unit with the function of conducting price appraisal (for equipment part) to have a base to appraise the entire cost estimate.

According to the Quang Nam Institute of Urban and Rural Planning, reference, based on the regulations of the Ministry of Construction, the costs included in the design cost norms include: Material costs, construction, equipment; management; training, professional training, health insurance, social insurance and pre-taxable income costs.

In addition, this design cost is not calculated for the equipment part (when multiplying the% rate to calculate the design fee is not valid for the device part).

Through the system of receiving and answering businesses' recommendations, the Quang Nam Institute of Urban and Rural Planning Institute would like to ask, the price appraisal cost (part of equipment) is included in the cost of designing - estimated cost of construction is the norm issued by the Ministry of Construction? Is this cost paid by the investor or design consultant?

Regarding this issue, The Ministry of Construction has the following opinions:

According to the provisions of the Decision No. 79 / QD-BXD dated February 15, 2017 of the Minister of Construction on the announcement of the cost of project management and construction investment consultancy as well as the construction design cost. These include: Design explanations, design drawings, estimation, technical guidance, process maintenance, author supervision and professional liability insurance.

Therefore, the construction design cost does not include the cost of equipment appraisal.
