Therefore, Mr. Thuc suggested that the authorities consider issuing regulations requiring enterprises to clearly state the localization rate on product labels, especially for industrial products, automobiles, electronics, processed foods, etc.; develop standards on how to calculate and display the localization rate on product labels; clearly classify thresholds such as: "100% domestic products", "Localization rate over 70%", "Localization rate under 30%"...; have post-audit measures to avoid incorrect labeling, causing misunderstanding for consumers; build a national information portal to publicly disclose the localization rate for people to look up; consider reducing VAT according to the localization rate.
Mr. Thuc believes that this not only increases transparency, but is also a tool to help consumers support quality Vietnamese products, contributing to promoting the industrialization and modernization of the country.
In addition, it is necessary to promote propaganda and education, starting from schools to form awareness from the younger generation. At the same time, there should be creativity in the way of doing things, avoiding the mechanical propaganda as before.
On this issue, the Ministry of Industry and Trade has the following opinion:
According to the assignment of the Government in Decree No. 43/2017/ND-CP dated April 14, 2017 of the Government on product labeling and Decree No. 111/2021/ND-CP dated December 9, 2021 amending and supplementing a number of articles of Decree 43/2017/ND-CP, the scope of management functions related to product labeling is under the authority of the Minister of Science and Technology.
Regarding the labeling of goods related to the origin of imported goods, the manufacturing and importing organizations and individuals shall self-determine and label the origin of their goods, but must ensure honesty, accuracy, and compliance with the provisions of law on the origin of goods or the Agreements that Vietnam has participated in or signed.
Therefore, enterprises need to fully study the legal basis guided in Decree No. 43/2017/ND-CP and Decree No. 111/2021/ND-CP for implementation.
On the part of the Ministry of Industry and Trade, the Ministry of Industry and Trade has been coordinating with the Ministry of Science and Technology to strengthen management related to the origin of goods shown on the labels of goods.
