(Chinhphu.vn) – The Quang Binh Business Association recommended to simplify bidding procedures for small-scale projects under VND 3 billions to reduce time in bidding, speeding up construction progress.

Regarding this issue, The Ministry of Planning and Investment responds as follows:

Currently, according to the provisions of the Decree No. 63/2014 / ND-CP, The bid designation limit is VND 1 billion for construction and installation bidding packages. Accordingly, the construction and installation package which costs over VND 1 billion shall not be designated as a contractor but must apply one of the other forms of contractor selection prescribed in the Bidding Law. Limiting the application of bid designation is in line with international trends and practices, contributing to improving competitiveness, transparency in procurement, and improving the competitiveness of businesses.

Regarding bidding procedures, construction and installation bidding packages are valued at VND 3 billions and the quotas for application of offers are competitive with simple processes and procedures. In case of widespread bidding, the contractor selection process for small-scale bidding is applied with simpler bidding procedures than the normal process.

In addition, the national bidding network system fully meets the requirements of investors, bidders and contractors when selecting contractors online with easy, simple and timely bidding participation. Bidding time is minimized, while enhancing competitiveness and transparency.

In terms of time, the bidding law has specified the time in bidding with small-scale bidding packages, time in competitive offers in the direction of creating favorable conditions for contractors, reforming administrative procedures to save time, inherit the regulations applied stably in the Bidding Law No. 61/2005 / QH1, the Decree No. 85/2009 / ND-CP, and at the same time conforming to international practices and regulations of donors (ADB, WB, JICA).

In fact, through inspection and summary of bidding activities nationwide, the Ministry of Planning and Investment found that many investors have implemented contractor selection with shorter time. the maximum allowed by the Law.

Regarding bidding guarantee, the value and form of bid security shall comply with the provisions of the bidding dossiers and required dossiers. For bidding packages costing VND 3 billions, the bid security is at 1 - 1.5% of the bidding package, in accordance with international practice and does not create difficulties for an ordinary contractor when participating in the bid.
