Accordingly, the number allocated to Khanh Hoa Provincial Branch is 3 people; The condition is: "The civil servant has a certificate of professional training, is planning to be sent to take the exam to raise the rank to major expert or is in the rank of main expert but has not passed this course".
At Khanh Hoa province branch, there are new officers who have professional qualification certificates in early 2021, working for more than 3 years; Is that enough time to devote and time to be considered for the main expert exam?
Every year cadres and civil servants at the branch have to pay their own expenses to take classes in state management of the rank of experts and key specialists; Intermediate and advanced classes in political theory because the Board of Directors does not create conditions for annual registration. However, this year, there is an express dispatch to open the State management class of the main specialist category.
Officials and civil servants of the State Bank of Khanh Hoa Province proposed to answer, so in the coming time, the State Bank of Vietnam will regularly open classes on state management of the rank of experts and key specialists; intermediate class, advanced political theory anymore or not?
The State Bank of Vietnam responded to this issue as follows:
In the past time, following the direction of the Government, the State Bank has step by step accelerated the standardization of standards for leadership and management titles; standards for civil servant ranks, standards for civil servants' professional titles for cadres, civil servants and public employees of the State Bank. Accordingly, the State Bank actively sent staff to attend training courses to improve job performance and standardize title and rank standards; including courses on public administration.
In 2021, according to the Plan on training and fostering cadres, civil servants and public employees of the State Bank approved by the Governor, the State Bank of Vietnam will organize a training course for key specialists, focusing on studying at the State Bank of Vietnam. Hanoi, a period of about 2 months (3 days per week) is for civil servants and public employees of departments, agencies, units of the Central Bank and the State Bank of Hanoi City Branch.
However, due to the complicated situation of the COVID-19 epidemic, the organization of concentrated classes was not possible, the National Academy of Public Administration has agreed with the State Bank to change the form of classroom organization, from offline to online, about 1 month, learning continuously every day of the week.
Through monitoring the situation of state management knowledge training in the industry and based on the actual situation, the State Bank found that the need for fostering state management knowledge (main specialist program) of the State Bank of Vietnam. Country Branch province, city is relatively large. Meanwhile, the number of civil servants sent to attend the course is not much, because it depends on the organization of local classes and the branches of the National Academy of Public Administration (in Ho Chi Minh City, Hue City, Tay Nguyen areas). Besides, the long study time, the cost of travel, food and accommodation is expensive, many civil servants are busy with professional work and cannot attend school, especially the contingent of civil servants working in banking inspection and supervision.
The State Bank sees that this is a very good opportunity to speed up the standardization of state management knowledge standards – the key specialist program for civil servants and public employees in the industry.
Due to the epidemic, many localities have to work apart, divide work shifts at home and at work; Many banking inspections had to be postponed, so organizing online training is an opportunity for branch officials to attend classes (they can study at home, study at work; bank inspectors and supervisors take advantage of this time to not have to go to the inspectorate to attend classes).
Therefore, the Department of Organization and Personnel - the focal point for training management of the State Bank has informed the branches wishing to register to attend according to the allocation quota and proposed more if there is a request more than the notification quota sent to the Department of Organization and Personnel for consideration and settlement.
In addition to the State Bank branch in Khanh Hoa province, the State Bank branch in Phu Yen province and the State bank branch in Quang Nam province are also considered and increased targets compared to the announcement. The list of units sent to study is eligible according to the requirements of the training institution.
Competence to appoint civil servants to attend rank-and-file training classes
Regarding the authority to appoint civil servants to attend the training course for the main specialist rank, according to Chapter III, Section 2, Article 23, Clause 3 - Regulations on training and fostering cadres, civil servants and public employees of the State Bank (issued together Decision No. 2613/QD-NHNN dated December 28, 2021 of the Governor of the State Bank): "Based on the training and retraining plan, staff planning, rank standards, professional titles, positions, etc. Job positions; Chief Inspector, bank supervisor, Director of State Bank branches in provinces and cities, heads of non-business units appoint cadres, civil servants and public employees of their units to participate in training courses", the nomination of officials to attend the course falls under the authority of the Director of the State Bank's branch in the province or city.
The organization of training courses to improve knowledge and standardize title and rank standards are included in the annual training and retraining plan by the State Bank.
Currently, online training is applied and implemented by many training institutions, so in the coming time, the opportunities for public servants and employees of the State Bank to attend more and more easily.
The goal set by the State Bank when sending civil servants and public employees to attend training courses on state administrative management is to improve the level, awareness and knowledge of state administrative management; and at the same time to standardize the qualifications and capacity of civil servants and public employees according to the State's regulations and create favorable conditions for civil servants and public employees to be eligible if they are sent to take the exam to raise the rank.
However, the sending of civil servants and public employees to study by the head of the unit must be clear, transparent, in the order of priority, uniformly within the unit and not affect the work. Sending civil servants and public employees to study and sending them to take exams for promotion are two different jobs, with different review processes.
