Previously, Mr. Ha Anh Truong's company (Can Tho) used Comis software to register and declare C/O form B, so any digital signature platform could be used, and the company used Misa for convenience.

However, according to the new regulations, Mr. Truong's company must declare on ECOSYS of the Ministry of Industry and Trade, which software can only be used and integrated with V-sign.

Therefore, to declare C/O, the company must use V-sign digital signature. Using two digital signature systems in parallel will cause unreasonable costs.

Mr. Truong suggested that the Ministry of Industry and Trade consider and direct that ECOSYS software can integrate other digital signature platforms, reducing costs for businesses.

Regarding this issue, the Ministry of Industry and Trade has the following comments:

On April 21, 2025, the Ministry of Industry and Trade issued Decision No. 1103/QD-BCT on revoking the right to grant Certificates of Origin of Goods, grant Certificates of Origin of Goods (CNM) and receive registration of Certificates of Origin of Goods under the general preferential tariff regime of Norway and Switzerland (REX code).

Accordingly, from May 5, 2025, VCCI will stop granting all types of C/O form A, form B, non-preferential C/O according to the regulations of the importing country, CNM, C/O form GSTP and register REX code. These certificates were previously issued directly by VCCI using paper documents by 18 VCCI issuance teams nationwide.

In addition, the Department of E-commerce and Digital Economy has closely coordinated with the Department of Import and Export to upgrade the hardware infrastructure as well as the software system for managing and issuing certificates of origin of goods (eCosys) to promptly add the forms previously authorized to VCCI to the eCosys system.

Up to now, 100% of C/O form B has been fully deployed electronically. Fee payment is also done online without enterprises having to go directly to the Ministry of Industry and Trade to complete the documents as before at VCCI.

Enterprises apply for C/O form B at the Ministry of Industry and Trade's online public service portal at https://dichvucong.moit.gov.vn/.

The Ministry of Industry and Trade's online public service portal allows the use of all digital certificates from different digital certificate providers.
