According to Mr. Vu Van La (la.scengineer @ ...), in fact, there are some companies operating less than 3 years, the main manpower in the company does not meet the requirements in the Decree. 59/2015 / ND-CP, but the company has directly designed many works of level II and level III, the number of human resources is only 1-3 people with individual practice certificates. These companies face many difficulties because they are not eligible for a certificate of construction activity competency.

Mr. La said that if the conditions for granting certificates of construction competency are more open, it will create conditions for enterprises to develop.

Regulations on conditions for certification of construction activity competency were reviewed and proposed by the Ministry of Construction to be revised in the Draft "Decree amending, supplementing and abolishing some regulations on investment conditions, doing business in the field of State management of the Ministry of Construction "in the direction of reducing and simplifying the convenience for people and enterprises, meeting the practical requirements and international-economic integration. The draft is being submitted to the Government for consideration and issuance.

The posting of current construction competency information shall comply with the provisions of Article 26 of the Ministry of Construction's Circular No. 17/2016 / TT-BXD of June 30, 2016, guiding the organization's competency and individuals participate in construction activities.
