Draft Circular to replace Circular No. 27/2018/TT-BNNPTNT dated November 16, 2018 of the Ministry of Agriculture and Rural Development on regulations on management and traceability of forest products posted on the Electronic Portal Government, The Ministry of Agriculture and Rural Development, in order to collect comments from relevant agencies, organizations and individuals, only stipulates that timber species must undergo certification of forest product origin, not certifying the origin for finished wood products.
On December 30, 2022, the Ministry of Agriculture and Rural Development issued Circular No. 26/2022/TT-BNNPTNT stipulating the management and traceability of forest products, effective from 15. February 2023 which replaces Circular No. 27/2018/TT-BNNPTNT. Compared with the draft circular for comments, Circular No. 26/2022/TT-BNNPTNT has the following provisions:
Clause 3, Article 5 of the Circular stipulates that finished wood products are not subject to certification of the list of forest products (except for cases at the request of forest product owners). Point h, Clause 7, Article 5, Clause 4, Article 20, Point c, Clause 8, Article 32 of the Circular only stipulates that the subjects who make books to monitor the import and export of forest products and implement the reporting regime on forest product import and export are organizations and business households.
