Mr. Cuong asked, to apply the above norm, can he calculate the area of grass under the tree and divide it by 3 m2 on average?

The Ministry of Construction responded to this issue as follows:

According to the guidance on application of norms in Part I, Notes on norms of Decision No. 593/QD-BXD dated May 30, 2014 of the Minister of Construction announcing the estimated norms of urban greenery maintenance, in case For the maintenance of urban trees with technical requirements and implementation conditions different from those specified in this set of norms, or for those types of urban tree maintenance that have not yet been announced, the provincial Departments of Construction Cities under the Central Government shall assume the prime responsibility for, and coordinate with relevant Departments, Boards and Branches in adjusting norms or setting new norms for submission to the People's Committees of provinces and centrally run cities for regulations and application, and at the same time report to the Ministry of Construction for monitoring and management.

In the case Mr. Cuong asked, if the application and implementation of norms announced by the Ministry of Construction are not appropriate, it should be adjusted or built accordingly.
