Clause 2, Article 31 of the Advertising Law regulates cases requiring permits for the construction of advertising structures, but it does not specify a time limit for applying for a permit for advertising billboards.
In addition, when conducting advertising content on billboards and advertising signs (such as pasting, painting, or printing on hiflex banners), those responsible for the advertising must notify the competent authority as stipulated in Article 27 of the Advertising Law. There are no provisions regarding the time limit for carrying out advertising on billboards.
However, in some localities, regulations in the Management Rules for Advertising Activities in their areas specify time limits for carrying out advertising on billboards to control the content of advertising and avoid situations where the content on the billboards becomes faded or torn due to weather conditions to ensure the urban aesthetic.
Therefore, Mr. Nguyen Tuong Tinh's concern about having to dismantle and reinstall advertising billboards from scratch after one year, resulting in wastage, does not seem to align with legal regulations. In the case of advertising activities in specific localities, it is recommended that he contact the local Department of Culture, Sports, and Tourism for guidance.
