Under the provisions of Article 31 of the Decree No. 32/2015 / ND-CP dated March 25, 2015 of the Government on management of construction investment expenses, investors have the right to adjust and approve public construction estimates. the adjustment process does not exceed the approved construction cost estimate; approval of changes in construction methods and technical requirements proposed by contractors but must ensure the quality, progress and safety of environment protection and not change the value of signed contracts.
