In September 2019, Mrs. Tham was admitted to another primary school that is not in a particularly difficult economic area. In July 2021, the area where she worked was recognized as Area III, entitled to an attractive and long-term allowance regime, initially according to Decree No. 76/2019/ND-CP of the Government. However, the District Finance Department did not agree to let her continue to get the long-term allowance because the time she worked on the contract was not counted.
Mrs. Tham asked, is it correct to do so with the District Finance Department?
The Ministry of Interior responded to this issue as follows:
The actual working time in areas with extremely difficult socio-economic conditions as a basis for calculating allowances and benefits shall comply with the provisions of Article 13 of Decree No. 76/2019/ Decree-CP dated October 8, 2019 of the Government on policies for cadres, civil servants, public employees, employees and wage earners in the armed forces working in areas with socio-economic conditions especially difficult.
The organization and implementation of policies for cadres, civil servants and public employees in Ninh Thuan province falls under the authority of the People's Committee of the province. Therefore, it is suggested that you contact the management agency of cadres, civil servants and public employees of Ninh Thuan province (Department of Home Affairs) for answers.
