The project managed by Mr. Ngo Tran Dang Khoa (in Ho Chi Minh City) has been completed and put into use at the end of 2016. The project uses budget capital and project implementation time to the end of 2016.

However, due to the adjustment of the price of the audit consultant package (according to the Circular No. 09/2016 / TT-BTC dated January 18, 2016), the contractor selection method is not included (from designation of contractors to open bidding). Mr. Khoa would like to ask the following issues:

- Does the project implementation time include the audit implementation time? Does this case have to ask for an extension of the project implementation period to carry out the audit?

- In case of changing the form of selection of contractor, is it necessary to adjust the contractor selection plan?

- If you have to adjust the contractor selection plan, do you have to adjust the project implementation time before adjusting the contractor selection plan?

Regarding this issue, The Ministry of Planning and Investment has the following opinions:

According to the provisions of Article 9 of the Circular No. 10/2015 / TT-BKHDT dated October 26, 2015 of the Ministry of Planning and Investment, in case of adjustment of some contents of the approved contractor selection plan, it just only set up, submit for approval, appraise and approve for this adjustment that does not have to set up, submit, submit for approval, appraise and re-approve for other previously approved contents.

The plan of selecting an adjustment contractor must be posted before the date of bid closure, except for the cases specified in Clause 2 and Clause 8, Article 117 of the Decree No. 63/2014 / ND-CP of the Government.

In the case of Mr. Khoa, if adjusting the price of the bidding package, thus changing the form of contractor selection, the contractor selection plan must be adjusted according to the above provisions.
