The Ministry of Construction responded to this issue as follows:

Norms for measuring and drawing overhead power transmission lines (code CH.21100) are guided in Appendix I to Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Ministry of Construction promulgating construction norms build.

Accordingly, in the case of measuring and drawing a line with a voltage of 0.4 kV (for technical design), the norm is multiplied by the factor k = 0.3.

For construction works not specified in the norm system promulgated by competent state agencies; or have been specified but not conforming to technical requirements, construction conditions, construction methods, etc., the determination of new estimate norms, adjustment of the aforementioned estimate norms shall apply for works comply with the provisions of Article 21 of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government on management of construction investment costs and Appendix III of Circular No. 13/2021/ TT-BXD dated August 31, 2021 of the Ministry of Construction guiding the method of determining the economic and technical criteria and measuring the work volume.
