According to the estimated cost of repair and maintenance of construction works in Appendix VI attached to Circular No. 12/2021/TT-BXD, Chapter I on demolition, dismantling, and cleaning of parts and structures of works, code SA.11800 is to remove lime and old paint (for paint without scraped parts on walls, columns, beams, and ceilings). Mr. Vu Dinh Son (Lai Chau) asked, so can code SA.11811 be applied to scraping on walls, columns, pillars, and SA.11812 to scraping paint on beams, ceilings? If not, which code is correct and appropriate?
The Ministry of Construction responded to this issue as follows:
The work of removing old lime and paint is regulated in Appendix VI (estimated norms for repair and maintenance of construction works) Circular No. 12/2021/TT-BXD dated August 31, 2021 of the Minister of Construction on promulgating construction norms, which stipulates the norms for removing old lime on the surfaces of walls, columns, pillars (code SA.11811), on the surfaces of beams, beams, ceilings (code SA.11812) and the norms for removing old paint on concrete surfaces (code SA.11821), on wood surfaces (code SA.11822), on glass surfaces (code SA.11823), on metal surfaces (code SA.11824).
The investor and the consulting unit shall base on the above regulations to apply or refer to the promulgated system of norms to determine and manage the construction investment costs for the project.
In case the promulgated norms mentioned above are not suitable for the technical requirements, construction conditions, and construction methods of the project, the investor and the consulting unit shall implement according to the provisions in Clause 4, Article 21 of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government.
The method of determining and adjusting the estimated norms shall be implemented according to the instructions in Appendix III of Circular No. 13/2021/TT-BXD dated August 31, 2021, amended and supplemented in Appendix III of Circular No. 01/2025/TT-BXD dated January 22, 2025 of the Minister of Construction.
