Mr. Duy also wanted to know, will the additional personnel for construction be confirmed by the investor when the project is completed and put into use?

The Ministry of Construction answers this question as follows:

The addition of personnel (technical staff for construction) in addition to the key personnel in the bidding documents for construction must be carried out in accordance with the contents of the invitation to bid, request documents, bidding documents, proposal documents and the contents of the contract signed between the parties, ensuring compliance with legal regulations.

When adding an individual in charge of construction, the construction contractor must satisfy the conditions specified in Article 106 of Decree No. 175/2024/ND-CP dated December 30, 2024 of the Government detailing a number of articles and measures to implement the Construction Law on construction management and is responsible for implementing the provisions in Clause 2, Article 13 of Decree No. 06/2021/ND-CP dated January 26, 2021 of the Government detailing a number of contents on quality management, construction and maintenance of construction works.

The responsibility of the investor is specified in Article 14 of Decree No. 06/2021/ND-CP.
