The Department of Military Affairs, General Staff responded to this issue as follows:
Regarding the fact that many courses at higher education training institutions have not yet organized graduation thesis courses, the duration of the training courses must be extended due to the impact of the COVID-19 pandemic; On November 24, 2021, the Ministry of Education and Training issued Official Letter No. 5417/BGDDT-GDDH on organizing training for final-year students, trainees and doctoral students affected by the COVID-19 epidemic. and implement Resolution No. 128/NQ-CP dated October 11, 2021 of the Government. Accordingly, in Clause 3 of Official Dispatch No. 5417/BGDDT-GDDH instructs as follows:
"Based on the characteristics and requirements of a training program that is required to study directly at a training institution or practice/internship institution, the training institution actively adjusts the plan and extends the study duration. practice, research and defend graduation theses for training courses during non-concentration periods due to the COVID-19 epidemic; only end the course/course when learners are assessed to meet the learning outcomes of the training part/programme".
If the application is correct, Mr. Bui Quang Tho is being temporarily suspended from being called to join the army to receive university-level training as prescribed in Point g Clause 1 of the 2015 Law on Military Service. According to the school's regulations, after completing the 4-year training course, he must participate in the military service examination so that after completing the course, if he is selected, he can be called up to perform his military service in accordance with the provisions of the law.
It is recommended that Mr. Bui Quang Tho send an application to postpone the enlistment with the school's confirmation that the course has not ended due to the impact of the COVID-19 epidemic to the commune and district level where he resides for their consideration and resolving the postponement. At the same time, he commits that, after completing the training course, he is ready to perform his military duties in accordance with the law.
