(Chinhphu.vn) – Under the provisions of the Decision No. 79 / QD-BXD dated February 15, 2017 of the Minister of Construction, the project management costs include investment supervision and evaluation costs of investors.

According to Mr. Minh Duc (in Hanoi) refer to the provisions at Point c, Clause 2, Article 52 of the Decree 84/2015 / ND-CP dated September 30, 2015 on investment supervision and evaluation, the cost for the public investment supervision and evaluation by the program owner, investors, competent State agencies to sign project contracts or hire consultants to perform by 20% of management costs programs and projectsas well as calculated in the total program or project investment.

Mr. Duc would like to ask, when approving the public investment project, the cost of investment supervision and evaluation is in the project management cost (calculated according to the norm in the Decision 79 / QD-BXD) or a separate expense?.

The Ministry of Construction responds this issue as follows:

Project management costs are guided in Article 23 of the Government's Decree No. 32/2015 / ND-CP of March 25, 2015, on management of construction investment projects and Point a, Clause 1 and Article 3 of the Circular No. 06/2016 / TT-BXD dated March 10, 2016 of the Ministry of Construction guiding the determination and management of construction investment costs.

According to the provisions of Decision No. 79 / QD-BXD dated February 15, 2017 of the Minister of Construction on the announcement of the cost of project management and construction investment consultancy, the project management cost has including investment supervision and evaluation costs of investors.
