The Ministry of Agriculture and Environment responds to this issue as follows:

According to the provisions in Section 3, Part II on the order and procedures for registration of land and assets attached to land, Appendix I issued with Decree No. 151/2025/ND-CP dated June 12, 2025 of the Government regulating the delimitation of authority of local authorities at 2 levels, decentralization and decentralization in the field of land, the People's Committee at the commune level shall "Publicly post the confirmation contents according to Form No. 17 issued with Decree No. 151/2025/ND-CP at the headquarters of the People's Committee at the commune level, residential areas where there is land and assets attached to land for 15 days, and at the same time consider and resolve comments on the publicly disclosed contents (if any)".

Accordingly, "day" is a unit of time (including holidays, festivals, and New Year's Eve as prescribed), "working day" is a unit of working time of the agency handling administrative procedures (excluding holidays, festivals, and New Year's Eve as prescribed) as prescribed in Appendix 1 issued with Circular No. 03/2022/TT-BTP dated February 10, 2022 of the Minister of Justice guiding the assessment of the impact of administrative procedures in making proposals for drafting legal documents and drafting projects and drafts of legal documents.
