In response to this issue, the Ministry of Home Affairs provided the following information:

Article 48 of Decree No. 115/2020/ND-CP specifies the documentation required for the appointment of officials to managerial positions. According to this provision, the personal curriculum vitae of the official, which is self-declared by the individual according to the prescribed form, should be confirmed by the public career unit that directly manages the individual.

The management of officials' documents and the verification of the components within the personal curriculum vitae are regulated by Circular No. 07/2019/TT-BNV dated June 1, 2019, issued by the Ministry of Home Affairs, which specifies the reporting and statistical management regime of officials' documents.
