Transport business vehicles must have surveillance cameras installed
Decree 10/2020/ND-CP stipulating business and conditions for transport business by car. Clause 2, Article 13, and Clause 2, Article 14 of this Decree states that, before July 1, 2021, passenger cars with a capacity of 9 seats (including the driver) or more must have cameras installed. ensure to record and store images on the vehicle (including the driver and the car's doors) during the vehicle's traffic.
Cars carrying out the business of transporting goods by container and tractors must have cameras installed to ensure recording and storing images of the driver while the vehicle is in traffic.
However, because of the Covid-19 epidemic situation, on July 1, 2021, the Government decided to suspend administrative sanctions for cars without surveillance cameras until the end of December 31, 2021 in Resolution No. 66/NQ-CP.
Specifically, the provisions are as follows:
"6. Regarding the proposal to remove difficulties in implementing regulations on installing cameras on transport business vehicles due to the impact of the Covid-19 epidemic:
The Government decided to suspend the application until the end of December 31, 2021 of the regulations on sanctioning of administrative violations against individuals and organizations that commit the acts specified in: point p, Clause 5, Article 23; point c Clause 3 Article 24; Points o and p, Clause 6, Article 28 of Decree No. 100/2019/ND-CP on sanctioning of administrative violations in the field of road and railway traffic".
Thus, from January 1, 2022, passenger transport cars with a capacity of 9 seats or more, container trucks and trailers without surveillance cameras will be prosecuted. fines according to the provisions of Decree 100/2019/ND-CP.

Fines for individuals and organizations providing transport business and transportation support services
In Article 28 of Decree 100/2019/ND-CP, a fine of from VND 5,000,000 to VND 6,000,000 is imposed on individuals, from 10,000,000 VND to 12,000,000 VND for transport and service organizations. transport support commits one of the following violations:
Using a transport business car without a camera installed in accordance with regulations (for vehicles with regulations, cameras must be installed).
Using a transport business car with a camera installed but not recording or storing images on the vehicle or the driver during the vehicle's participation in traffic according to regulations.
Do not transmit and store images from the camera installed in the car to the server of the unit, do not provide an account to access the server of the unit to the competent state agency according to regulations.
In addition to fines, individuals and organizations that commit violations will also be subject to the additional sanction of deprivation of the right to use badges (signboards) for 1-3 months (if any or have been issued) for the offending vehicle.
