The locality where Ms. Nguyen Thi Huong's company (Ha Tinh) is located requires her company to contribute to the Disaster Prevention and Control Fund for more than 500 foreign workers.

After learning about Decree No. 78/2021/ND-CP, Ms. Huong's company did not contribute to the Fund; however, the locality disagreed. Ms. Huong asked, do foreign workers have to contribute to the Fund for Natural Disaster Prevention and Control?

The General Department of Natural Disaster Prevention and Control, Ministry of Agriculture and Rural Development responded to this issue as follows:

According to the provisions of Clause 3, Article 12 of Decree No. 78/2021/ND-CP dated August 1, 2021 of the Government on the establishment and management of the Fund for Natural Disaster Prevention and Control, employees who are Vietnamese citizens are fully 18 years old to retirement age under normal working conditions as prescribed by the labor law must make annual contributions as prescribed.

Therefore, foreign individuals are not required to contribute to the Fund according to the provisions of Decree No. 78/2021/ND-CP.
