The Ministry of Construction responded to this issue as follows:

Based on the provisions of Point g, Clause 1, Article 56 and Clause 2, Article 58 of the 2025 Railway Law, from July 1, 2025, organizations participating in construction activities are not required to have a certificate of construction activity capacity.
