(Chinhphu.vn) - The purchase of air tickets for groups of short-term foreign business trips from Vietnam, funded by the State budget, shall be made in the form of price comparison, with at least 2 quotations  attached to files for reservations.

Ms. Thu Ha (in Ho Chi Minh City) bought a plane ticket for staff working in short-term (4 days) in Singapore, she got a quotation with Vietnam-Singapore flight and vice versa of two agents as follows: Agent A (Official agent of Vietnam Airline) sent quotations from Vietnam Airline and Singapore Airline, Agent B (also an agent of Vietnam Airline) to send other quotations from Vietnam Airline for comparison.

Ms. Ha would like to ask, did she do in accordance with the provisions in Item IV, Point a, Clause 1, Article 3 of the Circular No. 102/2012 / TT-BTC dated June 21, 2012 of the Ministry of Finance? If not, she would like to request  authorities to guide and explain in detail.

Regarding this issue, The Ministry of Finance has the following opinions:

Item IV, Point a, Clause 1, Article 3 of the Circular No. 102/2012 / TT-BTC dated June 21, 2012 of the Ministry of Finance stipulates:

"Iv) Procedures for purchasing air tickets:

The purchase of air tickets for groups of short-term foreign business trips from Vietnam, funded by the State budget, is made in the form of price comparison (with at least 2 quotations attached to the reserved files). prices must be taken from a minimum of 2 companies or 2 different air ticket agents with the same itinerary) of airlines operating legally in Vietnam including at least 1 main agent firom Vietnam national airline ".

According to the above provisions, the purchase of air tickets is in the form of comparative quotations of airlines operating legally in Vietnam.

Accordingly, quotations of companies and agents provide warranties of airlines operating legally in Vietnam.
