Ms. Oanh asked, with the above project, is the cost of design verification and estimate determined according to the minimum value of 2 million VND to organize the selection of a verification consultant? Or the required verification value to be determined according to the construction cost is 0 dong?

The Ministry of Construction responded to this issue as follows:

For construction investment projects using public investment capital, foreign state capital for public investment, investment projects under the mode of public-private partnership (PPP projects), the management of construction investment costs comply with the provisions of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government on management of construction investment costs and guiding circulars.

For projects using public investment capital without construction components, the provisions of the Law on Public Investment and relevant guiding documents shall be complied with.
