Mr. Thang asked, for the design implemented after the basic design, how is the cost of hiring organizations and individuals to participate in the appraisal determined, and is it included in the total investment?

The Ministry of Construction responded to this issue as follows:

The appraisal of construction designs implemented after the basic design has been stipulated in Article 43 of Decree No. 175/2024/ND-CP dated December 30, 2024 of the Government detailing a number of articles and measures to implement the Construction Law on the management of construction activities.

Accordingly, during the appraisal process, the investor or the specialized agency under the investment decision maker, the specialized construction agency is invited to invite organizations and individuals with appropriate expertise and experience to participate in the appraisal of construction designs implemented after the basic design.

Costs for organizations and individuals participating in appraisal shall comply with the provisions of Clause 7 and Clause 8, Article 13 of Decree No. 10/2021/ND-CP dated February 9, 2021 of the Government on management of construction investment costs and other relevant regulations.
