According to Resolution No. 151/NQ-HDND dated December 9, 2022 of the Provincial People's Council on approving the investment policy of the Bao Loc - Lien Khuong expressway project under the PPP method, the project is classified as a Group A project, with a total investment of about VND 19,521 billion; of which, the State capital participating in the project is about VND 7,761 billion.

Decision No. 1166/QD-TTg dated October 10, 2023 of the Prime Minister on supplementing the project list and perfecting the State Steering Committee for important national works and projects, key to the Transport sector, includes the two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong.

Based on the above documents, Mr. Hai asked, are the two expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong national important projects?

The Ministry of Construction responded to this issue as follows:

The Tan Phu - Bao Loc Expressway construction investment project was approved by the Prime Minister in Decision No. 1386/QD-TTg dated November 10, 2022; Lam Dong Provincial People's Committee approved the project in Decision No. 1189/QD-UBND dated June 5, 2025 with a total investment of VND 18,002 billion and the Bao Loc - Lien Khuong Expressway construction investment project was approved by Lam Dong Provincial People's Council in Resolutions No. 151/NQ-HDND dated December 9, 2022, No. 277/NQ-HDND dated April 19, 2024, No. 366/NQ-HDND dated November 21, 2024; Lam Dong Provincial People's Committee has approved the investment project in Decision No. 669/QD-UBND dated March 31, 2025 with a total investment of VND 17,718 billion.

Compared with the 2024 Public Investment Law in Section 2, Article 103, which stipulates transitional provisions, the 2019 Public Investment Law stipulates in Article 7 the criteria for classifying important national projects, the above 2 projects are not important national projects.

However, according to Decision No. 1166/QD-TTg dated October 10, 2023 of the Prime Minister, the 2 expressway projects Tan Phu - Bao Loc and Bao Loc - Lien Khuong have been added to the list of key projects of the Transport sector.
