Mr. Nam asked, is a basic specialized training certificate and 18 months of specialized practice sufficient to qualify for a new specialized practice license? If so, is the practice time required to be determined according to the basic specialized training time?
In case a new license is not granted in the above form, what are the current regulations regarding qualifications and practice required to be granted a specialized practice certificate?
Regarding this issue, the Ministry of Health responded as follows:
According to the provisions of Clause 2, Article 125 of Decree No. 96/2023/ND-CP dated December 30, 2023 of the Government detailing a number of articles of the Law on Medical Examination and Treatment:
"2. In the case that after being granted a practice license according to the provisions of Point a, Clause 1 of this Article or having a practice certificate issued before January 1, 2024, if that person continues to study a specialty:
a) In the case of being granted a specialty degree, a request for adjustment of the practice license with the scope of specialized practice without having to practice;
b) In the case of being granted a basic specialty certificate, the person must practice the specialty corresponding to the specialty trained on the basic specialty certificate until the total time of basic specialty training and practice time is 18 months (determined by the time of starting specialized training) basic). After completing the practice, a request for adjustment of the practice license to the scope of specialized practice is made;...".
So now, if Mr. Nam wants to be granted a specialized practice license, he must have a practice certificate/practice license, then study for a specialized degree or basic specialized certificate and must practice the specialty corresponding to the specialty that has been trained as recorded on the basic specialized certificate until the total time of basic specialized training and practice time is 18 months (determined according to the time of starting basic specialized training).
