Mr. Lam asked, when will the procedures be synchronized to use the personal identification account in performing administrative/authentication/notarization procedures and he can use the personal identification account for citizens authentication when performing administrative procedures in the judicial branch (attestation/notarization)?

In this regard, the Ministry of Justice responded as follows:

Implement Decision No. 06/QD-TTg dated January 6, 2022 of the Prime Minister approving the project of developing the application of population data, identification and electronic authentication for the national digital transformation. In the period of 2022 - 2025, with a vision to 2030, the Ministry of Justice is coordinating with the Ministry of Public Security, relevant ministries and branches to implement this project.

While the database has not completed the connection, the procedures are still performed according to the current regulations; the procedures for authentication of contracts and transactions are carried out according to the provisions of Article 36 of Decree No. 23/2015/ND-CP on issuance of copies from the master book, authentication of signatures and certification of contracts and transactions. 

In the field of notarization, dossiers of request for notarization of contracts and transactions are made according to the provisions of Articles 40, 41 and relevant articles of the Law on Notarization 2014.
