Regarding the issue, the Ministry of Finance has the following comments:

According to the provisions of Point m, Clause 1, Article 23 of the Law on Bidding (amended at Point c, Clause 7, Article 4 of Law No. 57/2024/QH15), the bidding package under the procurement estimate that does not form a project has a package price not exceeding VND 300 million; the bidding package under the project has a package price not exceeding VND 500 million for the bidding package of consulting services, not exceeding VND 1 billion for the bidding package of non-consulting services, goods, construction and installation, mixed services; the bidding package for planning tasks has a package price not exceeding VND 500 million, the form of designated bidding is applied.

Based on the above provisions, in case the construction and installation bidding package under the project (using regular expenditure funds of the state budget) has a package price not exceeding VND 1 billion, the form of designated bidding is applied.
