In this regard, the Ministry of the Internal Affairs responded as follows:

Point 2, Clause 9, Article 1 of Decree No. 89/2021/ND-CP dated October 18, 2021 of the Government amending and supplementing a number of articles of Decree No. 101/2017/ND-CP dated September 1, 2017 Government's regulations on training and fostering cadres, civil servants and public employees: "A public employee with a practicing certificate as prescribed by law may be used instead of a certificate of a training program according to the standards of professional titles of relevant specialized public employees".

Therefore, in case a practicing certificate is obtained as prescribed above, it can be used as a substitute for the certificate of the corresponding professional title training program in accordance with the law; at the same time, it can be used instead of the certificate of training for professional titles for appointment to the corresponding professional title.

According to regulations, Ministries managing specialized public employees are responsible for stipulating codes, standards and training programs according to professional titles of specialized public employees assigned to manage. Therefore, Mr. Trinh Thanh Cong needs to follow the regulations of the specialized management ministries to implement.
