The Government has just issued Decree 107/2021/ND-CP amending Decree 61/2018/ND-CP on implementing the one-stop-shop, inter-agency one-stop-shop mechanism in handling administrative procedures.
According to regulations, cadres, civil servants and public employees working at the One-stop shop when receiving and handling administrative procedures are as follows.
For the receipt of administrative documents
Officials, civil servants and public employees check and authenticate digital accounts of individuals and organizations through personal identification numbers or passport numbers (or international travel documents) of foreigners. and code of the organization as prescribed.
Perform electronic data checks of administrative procedure file components.
For documents that are results of administrative procedures or must be digitized in accordance with specialized laws but do not yet have electronic data, one-stop staff will make copies and convert them into electronic documents. on the information system, database and take responsibility for the contents according to the paper version.
For the settlement of administrative procedures
Cadres, civil servants and public employees check information on electronic documents sent by the One-Stop Department and update information and electronic data on the agency's information system, database, and digital signature, organize into a true copy for the document components that must be digitized under the management of the agency or unit.
In case it is necessary to verify, verify and collect opinions from relevant agencies during the processing of dossiers, the verification and verification results and relevant agencies' reply results must be digitized according to electronic data to save in information systems and databases, unless otherwise provided for by law.
The results of administrative procedures shall be submitted to competent authorities for digital signature and issuance in accordance with the law on clerical work to return the paper and electronic copies to organizations and individuals, except for administrative procedures. only regulations on providing electronic settlement results or organizations and individuals requesting only providing electronic settlement results.
When there is a successful settlement of administrative procedures, digitized documents and papers that have legal value in the process of receiving and handling administrative procedures will be used in the implementation of administrative procedures. other administrative.
Compared with the past, Decree 107/2021/ND-CP adds the duties of cadres and civil servants of the one-stop shop to digitize records and results of administrative procedures.
Decree 107/2021/ND-CP takes effect from the date of signing - December 6, 2021.
