Regarding this issue, The Ministry of Planning and Investment has the following opinions:

According to Clause 8, Clause 9, Article 4 of the Bidding Law, consulting services are one or several activities, including:

- Making and evaluating planning reports, overall development planning, architecture;

- Survey, prepare pre-feasibility study report, feasibility study report, environmental impact assessment report;

- Survey, design, cost estimation;

- Compilation of invitation documents for expression of interest, prequalification documents, bidding documents, request for proposals;

- Evaluating the dossier of interest, prequalification dossier, bid dossier, dossier of proposals;

- Verification and evaluation;

- Monitoring;

- Project management;

- Financial arrangement;

- Audit;

- Technology transfer training;

- Other consulting services.

Non-advisory services are one or several activities, including: Logistics, insurance, advertising, installation not specified in Clause 45 of this Article, commissioning, testing, organizing training, maintenance, mapping and other activities than consulting services specified in Clause 8 of this Article.

Accordingly, in case of needing experts to edit common software, available on the market at the request of customers, this is the bidding package to provide consultancy services.
