Regarding this issue, the Ministry of Education and Training responded as follows:

Clause 1, Article 15 of Decree No. 238/2025/ND-CP dated September 3, 2025 of the Government stipulates the subjects exempted from tuition fees as follows:

"Preschool children, general education students, students of general education programs (students studying regular education programs at lower secondary level and students studying regular education programs at upper secondary level) in public educational institutions in the national education system".

Clause 4, Article 17 of Decree No. 238/2025/ND-CP stipulates the subjects eligible for support for learning costs as follows:

"Children in preschool, general education students, students studying at regular educational institutions following the general education program who themselves and their parents or guardians (in case they live with guardians) have a permanent residence and are studying at an educational institution in a particularly difficult village/hamlet, commune in Region III of ethnic minority and mountainous areas, communes in particularly difficult coastal, coastal and island areas according to regulations of competent authorities or studying at an educational institution in another area according to local regulations in the case where there is no educational institution in the particularly difficult village/hamlet, commune in Region III of ethnic minority and mountainous areas, communes in particularly difficult coastal, coastal and island areas".

In case the child is an ethnic minority with permanent residence in a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune, but the child is temporarily residing and studying at an educational institution that is not in a particularly disadvantaged village/hamlet, a commune in Region III of ethnic minority and mountainous areas, or a particularly disadvantaged commune in a coastal island area according to regulations of the competent authority, the child will be exempted from tuition fees according to regulations in Clause 1, Article 15 of Decree No. 238/2025/ND-CP but will not be supported with study costs at the educational institution the child is studying according to regulations in Clause 4, Article 17 of Decree 238/2025/ND-CP.
