(Chinhphu.vn) – Through the receiving and responding system recommendations of businesses, GALAN Co., LTD (HCMC) representing some businesses importing agricultural machines reflectied the problems in the procedures for inspection of agricultural machine safety and proposed competent authorities to review this procedure.
Since 2017, the Ministry of Agriculture and Rural Development has requiredbusinesses to check the safety of imported agricultural machines in accordance with Official Letter No. 3706 / BNN-CB and requested Customs for implementation only of clear customs when businesses have this certificate.
In the opinion of the GALAN Co., LTD, it is unreasonable to requite only for verification of imported agricultural machines while domestic machines are not verified.
The verification is also not effective when some specialized machines immediately use inspection officials do not know the use of the machine. Accreditation agencies do not have specialized equipment to test, completely based on sensory.

At the same time, if testing, all machines must be tested, not sampled for the same batch. Inspection costs also do not have specific tariffs and almost after the inspection process, no shipment was rejected.
From the above-mentioned irrationalities, the Company requests the Ministry of Agriculture and Rural Development to consider abolishing this inspection procedure to avoid troubles and reduce costs for businesses.
Regarding this issue, The Ministry of Agriculture and Rural Development has the following opinions:
On May 5, 2017, the Ministry of Agriculture and Rural Development issued an Official Letter No. 3706 / BNN-CB on checking the quality of imported agricultural machinery and equipment as well as sending them to the General Department of Customs to carry out quality inspection.The amount of imported agricultural machinery and equipment as prescribed in the Circular No. 50/2010 / TT-BNNPTNT dated August 30, 2010 amending and supplementing the List of products and goods of Group 2 issued together with the Circular No. 50/2009 / TT-BNNPTNT dated August 18, 2009 of the Ministry of Agriculture and Rural Development.
Implementing the Government's policy on reducing specialized inspection of import and export goods, on December 25, 2017, the Ministry of Agriculture and Rural Development issued a Circular No. 28/2017 / TT- The Ministry of Agriculture and Rural Development promulgates the list of products and goods that are likely to cause unsafe under the management of the Ministry of Agriculture and Rural Development (replacing Circular No. 50/2010 / TT-BNNPTNT), which takes effect commenced on February 7, 2018. In this Circular, there are no agricultural machinery and equipment.
Thus, from February 7, 2018, agricultural machinery items and equipment are not subject to quality inspection when imported.
At the same time, on April 3, 2018, Department of Economic Cooperation and Rural Development - Ministry of Agriculture and Rural Development also issued an Official Letter No. 232 / KTHT-CĐ sent to the Department of Customs Management Supervision on above.
