Step 1: Staff self-assess and grade quality
Reporters make self-assessment reports, receive the rating of work results according to their assigned responsibilities and tasks according to form No. 01 of the Appendix issued together with Decree 90/2020.
Step 2: Comment and evaluate staff
Organize a collective meeting of leaders of agencies and organizations where the cadres work to comment and evaluate the cadres. Officers present the report on self-assessment of work results at the meeting, the members attending the meeting give comments, the opinions must be recorded in the minutes and approved at the meeting.
The level competent to manage cadres shall decide to collect comments and opinions from agencies, organizations and units under the competence of direct leadership and management of the evaluated cadres.
Step 3: Collect comments and assessments of the party committee at the same level where the cadre works.
Step 4: Review, decide to evaluate and rank the quality of cadres
The staffing agency of the agency in charge of personnel management synthesizes comments and assessments in Steps 2 and 3 and related documents (if any), proposes assessment content and ratings. quality for staff.
Step 5: Announce the results of the evaluation and classification of staff quality
