From December 2021, there are 3 regulations related to civil servants and public employees that will take effect such as not having to teach foreign languages, informatics, loosening conditions for consideration for promotion to university teaching staff, etc.
Civil servants do not have to provide training in foreign languages and informatics
This is the new content in Decree 89/2021/ND-CP amending Decree 101/2017/ND-CP on training and fostering cadres, civil servants and public employees.
Specifically, according to the new regulations, the content of training for civil servants and public employees includes:
Political theory.
Defense and security knowledge.
Knowledge and skills of state management.
Knowledge and skills required by job position.
According to current regulations, this content is specialized, professional and professional management knowledge; public service ethics, professional ethics; knowledge of international integration.
Compared with the current Decree 101/2017/ND-CP, there is no content to foster ethnic languages, informatics and foreign languages.
Decree 89 is the basis for Ministries managing civil servant ranks and professional titles of specialized public employees to review, amend and supplement Circulars on standards for civil servant ranks and professional titles. The organization is assigned to manage in the direction of not requiring certificates of foreign languages and informatics in the near future.
Decree 89 takes effect from December 10, 2021.
Additional fees for admission to the rank IV public officer promotion exam
This is stipulated in Circular 92/2021/TT-BTC on the rate, collection, payment, management and use of fees for recruitment, competition for rank promotion and promotion of civil servants and public employees.
According to the Circular, additional fees for admission to the promotion exam for class IV public employees are as follows:
Under 100 candidates is 700,000 VND/candidate/time.
From 100 to 500 candidates is 600,000 VND/candidate/time.
From 500 candidates or more is 500,000 VND/candidate/time.
Previously, in Decree 115/2020/ND-CP, a class V professional title was added, leading to a case where a class V official wanted to take the exam for promotion to class IV.
The fee rates for recruitment, competition for rank promotion and promotion of civil servants and public employees for the remaining cases will remain unchanged compared to the current rate.
Circular 92 officially takes effect from December 15, 2021.
Conditions for consideration for promotion of university teaching staff
This is one of the outstanding contents of Circular 31/2021/TT-BGDĐT on standards, exam conditions, consideration for promotion to professional titles of teaching staff in pedagogical colleges and educational institutions. Public Universities.
Accordingly, one of the conditions for a teaching officer in a public higher education institution to register for an exam or consider promotion to the professional title of a main lecturer (class II), code V.07.01.02 to be:
Being graded as having successfully completed tasks or higher in the working year preceding the year of competition or considered for promotion to the main lecturer's professional title (class II), code V.07.01.02.
Meanwhile, the current regulations require that the tasks be completed well within a period of 3 consecutive years until the deadline for submitting the application for examination/examination.
Circular 31/2021/TT-BGDDT takes effect from December 26, 2021 and replaces Circular 18/2017/TT-BGDDT dated July 21, 2017, Circular 08/2018/TT-BGDDT dated 12/03/ 2018.
