The Thang Long Import - Export Investment Joint Stock Company (Thang Long Company) has been approved by the Lao Cai City People's Committee as a investor for the implementation of the Commercial Residential Area project at the Km2 + 300 of Tran Hung Dao Boulevard, Lao Cai City, Lao Cai Province, according to Decision No. 507 / QĐ-UBND dated March 15, 2012 of the Chairman of Lao Cai People's Committee. The project has been implemented by Thang Long Company. However, there were many difficulties in the process of carrying out procedures due to Lao Cai People's Committee continuously changed the land price. Besides the land price was imposed, the Provincial People's Committee also requested the investor which is the Thang Long Company renegotiated the contract  that violated the provisions of law. The request for change was not approved by the Company, this leading to the fact that on October 31, 2016, the Chairman of Lao Cai People's Committee issued a Decision No. 3766 / QD-UBND on the cancellation of the results of choosing Thang Long Company for investment in the project of Commercial Residential Area at the Km2 + 300 Tran Hung Dao Boulevard, Lao Cai City, Lao Cai Province.

Because of thinking that the Decision No. 3766 / QĐ-UBND of the Chairman of Lao Cai People's Committee was a work that be lack of goodwill and contrasted to the law,  so Thang Long Company sued this decision to the court for resolve. However, while waiting for the decision of the Court, on June 14, 2017, the Chairman of Lao Cai People's Committee issued an Official Document No. 2771 / UBND-QLĐT assigned Lao Cai Department of Construction to chair and coordinate with the concerned agencies for study and consideration of the proposal of the Asia Pacific Investment Company on the registration of investment projects on high-rise and low rise at the Km2 + 300, Tran Hung Dao Road, Lao Cai City. Thus, the Chairman of Lao Cai People's Committee issued the Official Document 2771 / UBND-QLĐT when has not yet got final judgment of the Court against the decision on cancellation the results of selection of Thang Long Company as the investor (the Decision No. 3766 / QĐ-UBND) was right or wrong, was violation of the law because the fact that the case was still in dispute and thus harmed the legitimate interests of Thang Long Company.

Thang Long Import-Export Investment Joint Stock Company would like to propose the Chairman of Lao Cai People's Committee, the Director of Lao Cai Department of Construction to suspend the study and theconsideration of the proposals of Asia Pacific Investment Joint Stock Company on investment in this project, await for the Court's decision in accordance with the law.
