The Bethel International Co., Ltd is a company with a foreign investment (Korea) has established in 2005. The company applies for investment land in Lam Thao District - Phu Tho Province - in the industrial cluster of Lam Thao District - Phu Tho Province. The company is licensed under foreign investment law.

The company has filed several recommendations that applications for land recovery issues of the company but has not received satisfactory answers. On March 21, 2018, the company continued to send Document 03 / CV-BT to the People's Committee of Phu Tho Province, but at present the company has not received the written reply of the Phu Tho People's Committee

On April 23, 2018, the company received an official letter No. 382 / UBND-TTPTCCN on unifying the plan of connection, power supply and receiving, handing over new investment grid system for Bethel International Co., Ltd. In the document "Implementing the Decision No. 112 / QD-UBND dated January 17, 2017 of the Chairman of Phu Tho People's Committee on the allocation of land to the Vina Green global company in the industrial cluster, Lam Thao District, Phu Tho Province. So far, the land clearance has basically completed the allocation of land to the Vina Green Global Company "(attached documents). The above is not true because the Bethel International Limited has not been considered and unresolved in the Official Letter No. 2625 / VPCP-V.I dated March 23, 2018.

The company has a number of comments and complaints about the problem of land acquisition of the company as follows:

1. Before the Decision No. 1368 / QD-UBND dated June 19, 2014 of the People's Committee of Phu Tho Province. The company sent the following documents to the departments of Phu Tho Province.

- On November 19, 2013, the company sent a document No. 14 / CV-BT to the departments of Phu Tho Province, in the document "The company recommended the departments, sectors and agencies to consider, facilitate the company to start the construction of the K35L90 factory with associated works and can implement well the investment project that was delivered. "

- On April 28, 2014, the company sent a Document No. 23 / CV-BT to the departments of Phu Tho Province, in the text "Bethel International Company confirmed that by August 2014 the company continue developing the investment workshop phase II. The company requests the provincial People's Committee and related departments to create conditions for the company to continue implementing the investment project as scheduled. "

- On December 27, 2013 in the inspection report of the inspectorate of the Department of Natural Resources and Environment of Phu Tho Province, the content "The company wishes to continue facilitating the State’s agencies to complete the project. The company will extend the implementation of investment projects and commit to August 2014 will start the second phase of the investment project if the company does not agree to the land acquisition of the People's Committee of Phu Tho Province”

 After the Decision No. 1368 / QD-UBND dated June 19, 2014 of the People's Committee of Phu Tho Province. The company continues sending the following documents to the departments of Phu Tho Province:

- On July 4, 2014, the company sent to Phu Tho People's Committee the document No. 27 / CV-BT, in the document that "Bethel International Company requested the Phu Tho People's Committee to stop land acquisition of the company and formally approved for the Bethel International Company Co., Ltd to implement the project phase 2. The company committed to carry out the project phase 2, ... If after this time the company does not carry out construction which will voluntarily submit a request for withdrawal of some areas of land as required by the People's Committee of Phu Tho Province.

- On July 15, 2014, the company continued sending to the Department of Finance of Phu Tho Province the Document No. 28 / CV-BT, in the document "The company is waiting for official documents approved by the People's Committee of Phu Tho Province that does not recover part of the land area of ​​the company, and at the same time request the valuation council to stop setting up a valuation council to determine the value of land and assets of the company. "

 - On July 4, 2014 at the conference on the recovery of part of the land area of ​​the company, after the meeting, the company did not sign the minutes of land recovery and the company comments "Because at current, the company plans to expand its production ‘sscale so it will not accept the land acquisition."

- On August 19, 2014 in the minutes of the company does not agree to recover part of the land area of ​​the company and the company comments "request the People's Committee and departments and sectors to allow the company to enter the instruction for timely production and business ".

3. A Decision No. 229 / QD-UBND of the People's Committee of Phu Tho Province dated January 29, 2016 on approving the remaining value of invested assets attached to the acquired land of the Bethel International Co., Ltd in the cluster of Lam Thao Industrial Zone is located in Kinh Ky Commune, Lam Thao District.

- A Decision No. 229 / QD-UBND considering the proposal of the asset valuation council in the Report No. 340 / TTr-HDTT on September 30, 2015.

- A Statement No. 340 / TTr-HDTP dated September 30, 2015, based on the report dated May 23, 2015 of the expert group assisting the valuation council to determine the land rent and the remaining value of the assets on the acquired land of the Bethel International Limited.

- The working committee dated June 23, 2015 on the residual value of the assets invested in the acquired land area of the ​​Bethel International Co., Ltd. assigned to the People's Committee of Kinh Ke Commune, Lam Thao District,. In this report, the company does not agree to recover part of the company land and the company does not sign the minutes.

Therefore the Decision No. 229 / QĐ-UBND of People's Committee of the Phu Tho Province dated January 29, 2016 is not correct.

4. According to the Decision No. 229 / QD-UBND of the People's Committee of the  Phu Tho Province on January 29, 2016, the area of ​​Bethel International Limited Company was revoked: 24,123m2 in which 8,823m2 has leveled and the amount the company is compensated: VND  1,125,679,881.

According to the Decision No. 1649 / QĐ-UBND of People's Committee of Lam Thao District, dated October 12, 2015, G.Home Textile Investment Joint Stock Company in Lam Thao Industrial Park has un-leveled land area of ​​39,253 m2 and compensation amount of the company is: VND 6,479,238,556.

Compared to the two companies in the same location, the difference is too large. The company is not right and the company is too good for G.Home textile joint stock company, and there is no fairness between the two companies.

The Vina Green Global Company only pay the amount: VND 1.125.679.381 which was invested with and an area of ​​24.123m2, in which 8,823m2 has leveled. So how much does the Vina Global Green Company invest?

According to the Decision No. 1649 / QĐ-UBND of People's Committee of Lam Thao District, dated October 12, 2015, G.Home Textile Investment Joint Stock Company in Lam Thao Industrial Park has un-leveled land area of 39,253 m2 and compensation amount of the company is: VND 6,479,238,556.

Compared to the two companies in the same location, the difference is too large. The company is not right and the company is too good for G.Home textile joint stock company, and there is no fairness between the two companies.

Vina Global Green Company only pay the amount of VND 1.125.679.381 which was invested with an area of 24.123m2, in which 8,823m2 has leveled. So how much does the Vina Green Global Company invest?

 On August 10, 2017, the company received a notice No. 02 / TB-BTHCC on enforcing the recovery of part of land area of ​​the company in accordance with a Decision No. 1558 / QĐ-UBND of People's Committee of Lam Thao District dated May 4, 2017. In the document, with the enforcement’s content will be implemented on August 16, 2017, on the day of enforcement company director does not agree to enforce land recovery because the company sent document 04 / CV-BT dated August 14, 2017 to the People's Committee of Phu Tho Province and the company is waiting for answers of the provincial People's Committee. But the enforcement team continues to enforce, break the wall of the company, and break the company's assets, disrupting production, damaging the company.

About the procedure of land acquisition and compensation of remaining value on the land of the Bethel International Limited Company which has not been resolved and the company has not received the compensation, but the provincial People's Committee has assigned land to the Vina Green Global Company made according to the regulation No.112 / QĐ-UBND dated January 17, 2017. The company said that such treatment is not in accordance with regulations and proposed to the People's Committee of Phu Tho Province satisfactorily.
