Recommendation that Social Security Offices should agree with the Ministry of Health, the Ministry of Planning and Investment to set forth new policy on development of a unified bidding plan in 1 unit (possibly Department of Health as previously consulted, supervised and evaluated by Social Security Offices but still be effective in bidding and drug supply. In cases where cities and provinces have large populations, hospitals use big amounts of drugs and supplies that may propose a separate bidding (depending on the patient size and drug use situation) . The remain cities and provinces still apply the concentrated bidding (including the organizing concentration and the bidding all lists of active ingredients and do not separate the list of active ingredients out as current). The concentrated bidding in one place is currently being considered by most provinces, hospitals and enterprises as a basis for implementation.
