In 2008, implementing the policy of Ha Tinh Province to deploy a production area for infrastructure construction and preparation for the mining of Thach Khe Iron Mine, Thach Ha District, Ha Tinh Province, which is the area of construction materials, and there are regional plans and land use plans from 2005 - 2010, 2010 - 2015, 2016 - 2020, 2020 - 2025 approved by the Government’s Prime Minister

In 2011, the company was granted 14.3 ha by the provincial People's Committee to exploit stone by Decision No. 1131 / GP of Provincial People's Committee and Decision No. 546 / QDUBND dated February 27, 2014.

The mining process has been based on the direction of the Ha Tinh People's Committee, related sectors and levels in Ha Tinh Province to evaluate and check the law properly

The evaluation and inspection have indicated that:

• Proper planning of raw material areas, construction materials

• Proper land use planning.

• Does not affect historical relics (Le Khoi Temple).

• Does not impact on the environment

However, due to the wrong advice of the agriculture and rural development sector of Ha Tinh Province, our mine area has been put into the protection forest (in fact, there are no forests). Since then, Ha Tinh Department of Natural Resources and Environment has not allowed us to lease land (for the part of 7 extension ha). This error leads to very large implications that affect our company's business.

Especially due to fear of responsibility, so the People’s Committee of Ha Tinh Province not only correct to be right, but also from 2014 to now they have directed a lot of unlawful documents to control, repress and cause difficulties for production and business activities of our company.

Has organized over 16 meetings, 03 inspections conducted by the provincial inspectorate, the Company has 46 documents sent to all levels, including the Prime Minister, Deputy Prime Minister Vuong Dinh Hue, the People's Committee National Assembly, Government Inspectorate (Deputy Prime Minister Vuong Dinh Hue has twice directed). But it has still not properly resolved.

Especially, from the end of 2015, the People's Committee has set up five inspection teams, including 3 inspection meetings, with the inspection minutes, but the People's Committee of Ha Tinh Province has not issued the inspection conclusions. Because the results of the inspection indicated the mistakes of the leaders of the agriculture and rural development sector in the period 2010-2016, they are now the key staff of the Ha Tinh People's Committee.

Creating a number of reasons: Has made a road for defense, has made continuous inspection decisions in the past three years to deliberately trap the company, untruly reported to the Deputy Prime Minister Vuong Dinh Hue and Government’s Office (text 1760 / People's Committee - NL2) aimed to seize the mine of the company, set up a assessment team to evaluate assets of the company without investment decision, has not got any papers on investment in defense road and decision on mine recovery, ... 

Over the past 03 years, our company has suffered from many unlawful documents of Ha Tinh People's Committee, meetings and inspections have continuously occurred  (all have been  chaired by the provincial inspectorate). But when having conclusion of the inspection being submitted to the provincial People's Committee, it has been rejected for publication, because of the violations of the power sector in the People's Committee of Ha Tinh Province. With the total investment of over VND 100 billion, has brought jobs to hundreds of employees, in the past 3 years, the behavior of the People's Committee of Ha Tinh has pushed the company into bankruptcy and heaped up debt.
