The Ministry of Agriculture and Rural Development issued an Official Letter No. 375 / QLCL-CL2 dated March 5, 2019 on collecting comments contributions to the National Technical Regulation draft on "Requirements of food safety assurance (food safety) for food processing and vegetable processing establishments ”. After studying the Draft, the Center found that the introduction of national technical regulations on "Requirment of ensuring food safety for preliminary processing and food processing plant sources" was necessary and important to food processing and processing establishments having a basis for comparison and compliance in order to contribute to providing products and ensure food safety for consumers.
However, in order to create favorable conditions for food processing and processing establishments to understand, grasp and strictly abide by the regulations on the drafted decree, we requested the Drafting Committee to clarify and concretize the regulations in the Draft. For example, in section 2.1.1.1, the draft proposed that "there was a safe distance from the waste treatment area", "not flooded and stagnant water", or section 2.2.2.2 required that frozen level was "as fast as possible" it was not specific requirements and could be controversial and had different understandings. Although the Draft contained Section 1.4 of the Reference Document, however, the Drafting Committee should refine the necessary and specific requirements from those references to include them directly in this Draft to help State management agencies and food processing and processing establishments which may have the same reference based for management (for state agencies) and compliance (for preliminary processing and processing establishments).
The Dafting Committee should also consider the fact of traditional food processing in the drafting process.
