To set up a mechanism for the parent company which is a state-owned enterprise (or has a state capital of over 50%) to be guaranteed to its subsidiary when participation of international bidding.
Many tender packages require large capital, high requirements on guarantee conditions, while domestic enterprises are difficult to meet these, so they need supports from the Government.
The introduction of capacity, the image of domestic bidders abroad through diplomatic activities should be further strengthened!
