However, the fluctuations in domestic and international economic conditions are extremely difficult to forecast, The minimum wage should be determined based on economic indicators and annual economic trends. It is not appropriate to set a medium-term goal.
2) The minimum wage increases with the formula "CPI + Alpha" is appropriate. Starting 2012, the minimum wage has increased with unreasonable rates outstrip the "CPI + Alpha" so 2018 does not need to increase.
3) In the proposed amendment, the "minimum living standards of workers and their families" are considered as one of the factors for calculating the minimum wage. In other words, in the definition of minimum wages in addition to basic wages, should include "salary based on fixed-term employment and work, position allowances, grants and other allowances" We hope this definition is specified in the revised Labor Code and the ordinance on minimum Wages.
4) In addition, in order to avoid unnecessary chaos such as strikes for misunderstanding of this regulation, we hope that the Government will widely inform and thoroughly understand the law with the following content: Decree on the minimum wage is only given to the absolute value, in case the minimum wage is satisfied, the wage increase will be decided by the enterprise itself based on the business situation.
Comment on the review by the National Wages Council:
We hope the National Payroll Council will grasp the situation accurately and improve the review process based on the actual situation of both the employer and the employee.
1) To add the representative of the common interest to the members of the Board
In addition to the representatives of employers and employees, we hope to add to the National Wage Council a general representative who is neutral on the point of view of an economist, a lecturer of university, lawyer, strengthening the macroeconomic point of view and appropriate review process, conduct fair discussions.
2) The necessary survey methodology and publicity of the contents of the survey. Until the last year, the general investigation has not been fully disclosed, so it is still not convincing. In the future, we hope that the specific methodology and content of the investigation will be publicized so that we can participate in constructive discussions.
