- According to the provisions of Clause 2, Article 4 of the Law on Real Estate Business No. 63/2006 / QH11 on " Real estate dealing means investing capital in the creation, purchase, acceptance of transfer, lease or hire- purchase of real estate for sale, transfer, lease-out, sublease or sale on hire-purchase for profit purposes

- According to Clause 1, Article 3 of the Law on Real Estate Business No. 66/2014 / QH13 (effective from the date July 1, 2015) Real estate tradingmeans capital investment in building, purchasing, and receiving real estate for sale, for transfer, for lease, for sublease, or for lease purchase; provision of real estate brokerage services; real estate trading floor services; real estate counseling services or real estate management for profit purposes.

- The hotel business (residential service) in the field of real estate business and be subject to the regulation of the Decision No. 53 / QD / NHNN dated November 15, 2013 has made difficulties for enterprises to receive an approach of the Bank's capital to invest in development and exploitation of the business.

We propose the Government’s Prime Minister to remove difficulties in loan to the hotel business (accommodation service) so that enterprises can approach the loan to implement the project.
