The Decree No. 44/2016 / ND-CP issued by the Government is considered as having a "holding license" in this field, which is explained as follows:

- The Ministry of Labor, Invalids and Social Affairs (MOLISA) was formerly responsible for managing and licensing over the country. Since the promulgation of the Decree 44/2016 / ND-CP, additional ministries have been assigned to other ministries on the basis of specific equipment from which ministries have issued separate circulars. Enterprises from applying for a license in this field are now applying for different ministries (see Annex Ib of Decree No. 44/2016 / ND-CP). Even more sections of Annex Ib overlap among the ministries leading to the equipment of an accredited factory, requiring the licensing of accredited testing units in different line ministries or multiple accreditation bodies. Difficulties for the implementation and management of the enterprise, costs of applying for licenses in many different ministries also increase along with,  it also takes more time and leads to management. costs of the business increase high.

- The field of technical safety testing should be understood as "safe for workers" rather than in-depth interpretation of the technology leading to the specificity of the ministry to divide the right to manage the ministries that hinder the development of the business.

To address this inadequacy, the business would like to propose as follows:

- To consider revising the Decree No. 44/2016 / ND-CP in line with the criteria for withdrawing the business conditions that the government aims to.

- To assign the focal point only a set of management and licensing in the field of technical safety inspection before the promulgation of Decree 44/2016 / ND-CP.

- Our business recognizes that the Ministry of Labor, Invalids and Social Affairs (MOLISA) is the appropriate unit to act as the focal point in the management and licensing of this area before the promulgation of Decree 44/2016 / ND-CP, the Ministry of Labor implemented more stable than present.
