In the process of selecting contractors to supply drugs for treatment at the hospital, the insurance has replaced some drugs with active ingredients, has the same function of treatment, but  with low costs, therefore it is lack of attention to many other factors such as effectiveness and the quality of treatment, the capacity and the process of drug supply ... This has led to the situation: (1) large enterprises have the capacity, intensive investment, high technology, drugs are always assure qualities, but they are not winning bids because of high costs and (2) the only concern with low-cost drugs can lead to higher treatment costs and risk of drugs resistance increase… .
